Default Recharge ER when someone dies near you

I'm looking for an ability that gives someone ER (up to their maximum) whenever someone dies near them. The only way I can think of building this is with a limited Regeneration (ER only, the turn after someone dies -??%), but then this only allows for 1 or 10 ER gained and seems like a very kluncky solution. Any thoughts?

Note that pyramid 44 page 12 has extended regeneration rates table.

That being said:
Regeneration, leech, DR with absorption and healing are the only advantages for regaining FPs as far as I can remember and of those regeneration is best at modeling effects that happen often and specially if you want the ability to be passive.

Jumper (time out) accessibility (only when someone dies) temporary disadvantage (unhealing total) temporary disadvantage (sessile) temporary disadvantage (unresting total).

Whenever someone dies you can go out of time and rest until your energy reserve is fully restored, but nothing else (20 points)
