I've never actually capped skills but usually found diminishing returns sets in sooner or later. For every case you really need to shoot the wings off a fly a mile off or other extremely hard shot you are going to encounter a zombie whale at 2 paces which a guy firing from default could hit

I see Gunslinger (most of the time with a limitation) semi common though not super common. Not all characters use guns, of characters who do carry guns, not all characters want to invest points into being skilled shootists (guns are extremely attractive for people who want a low investment approach to technically having something to do in combat)

The unlimited all the weapons variety, goes really well with the Walking Armory perk so you can actually well, carry them
