Used Steed Salesman

If there is not a steed in the discard pile, can I still choose not to fight the Used Steed Salesman?

The discards in Munchkin are not public knowledge (meaning you won't know definitively whether or not there is a Steed in the discard pile until the effect has you look). So I would say yes, you may choose not to fight him, and if there is no Steed in there, you wouldn't have to pay 3 cards for it.

How are they not? Everyone should see and therefore know every card that is discarded. Whether they remember or not is their own issue to deal with, and people aren't allowed to skim through the discards at their fancy, but to claim that the discards "are not public knowledge" is untrue, so stop saying it.

I stand corrected. I merely meant that you're not allowed to look through them unless a card effect allows you to.

My interpretation of the Used Steed Salesman is that you can choose not to fight, and look through the discards for a Steed card. Whether or not you found one, you still chose not to fight him, so he's removed from the fight. That's how I'd play it, awaiting official clarification ;)

I'm somewhat torn, but in the end, if you choose to ignore him, and find no Steed, you've avoided Bad Stuff, but you've lost the chance for any kind of reward, so. . . Yeah, it works for me that you can ignore the Used Steed Salesman, and if you find no Steed to "buy," you don't have to discard 3 cards.
