Social Engineering isn't lying. Lying is a portion of it, but it's really just about getting what you want. Putting on a telephone worker's uniform so nobody questions you while you stake out a house, leaving a spell on some money so that you can track the person that picks it up and knowing what you can do to block off an area without arousing suspicion would be social engineering. It's all about messing with the rules of the social structure to create a system that's profitable.
