Does it say anywhere how long it takes to recharge power cells? I'm sure I'm just missing it.

It doesn't and it can't because that would be a function of how much power the connection has. Assuming enough power, it should probably be treated as instantaneous.

There might be a limit to how fast they can charge, but it's usually going to be pretty similar to the max discharge rate, so anything suitable for use in energy weapons can in theory recharge in seconds.
