Default Munchkin Zombies bad stuff question...

Playing Munchkin Zombies last night, my wife was in combat with a monster who's bad stuff allowed the lowest level player to draw two cards from her hand. She argued that since she was the lowest level player, the bad stuff had no effect. While I agree that the card certainly read that way, I can't help but wonder if the intention was for the lowest level player other than the one receiving the bad stuff to draw the cards. Any thoughts?

Sorry, I can't remember the name of the monster at the moment.

It would be the lowest level player of those not currently being affected by the Bad Stuff of the Monster.

Erik, I'll have to check with Steve on this one; I think we intended for that card not to affect you at all if you were the lowest Level.
