Default ETS (no regular time)

In Marcus Sakey's Brilliance trilogy there's an assassin who experiences 9 seconds for every one in real time. This means he's virtually impossible to hit: this is easily modeled in GURPS. ETS+various enhanced defenses.

But unlike ETS, he can't turn it off. He always experiences life in slow-mo. He can't stand talking to people, except those who make a special effort to talk quickly in clipped sentences. He's totally cut off from the rest of the world because he's just too fast.

How do you handle the drawback here?

This would be Altered Time Rate 8 as the baseline. Pricing the limitation aspect is up to the GM on this one.

It seems like the Always On limitation would apply here, as a -10% limitation.

For most purposes, your power doesn't get in the way but it has limited effects on your social life, like requiring you to speak and act veeeerrrrry slllllllooooowwwwwllllllyyyyyy, and stand around waiting for very slow replies when dealing with normal people. (Solved at higher TL by recording a lot of audio and video messages which are edited so that you appear to move and talk at normal speeds.)

Add Stuttering if your veryfastspeechmakesithardforotherstounderstand.

Add Disturbing Voice if your very fast speech makes you sound like a chipmunk.

Add Mute (Limitation: Mitigator, -60%) if your speech is so fast that others can't understand it without recording it and playing it back at slower speeds.

Arguably, ETS could be combined with Short Lifespan or even Terminally Ill if you age more quickly as well.

He could have loner because listening to people is work.

He could have bad temper because slow people frustrate him so.

In biotech, the trait given for pandoras, who have similar struggles, is Stuttering (not on others with ETS -10%) [-9]

Please note all of these are given as disadvantages, not limitations on ETS.

This isn't really that horrible of a Limitation. John "Motormouth" Moschitta could speak at 586 words per minute and was perfectly understandable (he used that ability for a lot of commercials). Seeing as normal speech is somewhere around 150 words per minute (at least from what I can find online), your character just needs to speak at 1/3rd speed at slowest to be understandable. Other people will sound like they're talking really slowly, but probably not to the point of being unintelligible. This is an annoyance for the character, but not really a Limitation on his ATR - I'd eyeball it at -5% at most, and give the character some appropriate mental/social Disadvantages to show that he doesn't like interacting with people, as they are so slow.

ATR indicates physical speed as well, which isn't what's going on here.
