Brakes (and steering wheels) generally continue to function with the power off, they just lose power assist and other nifty features.

Yes. I have occasionally tried to steer a modern car with no exhaust manifold pressure to power the power-assisted steering, and tried to brake one without power assistance to the brakes. Either one of those things can be quite exciting even for a man of greater-than-average strength. Steering and brakes that are designed to work with power assistance can be very nearly inoperable without it. And typical twelve-year-olds aren't all that strong.
