Animal Handling is in Lite... I went back and forth on that like a dozen times, trying to keep the skill list so few and ultimately opting for "adventure" skills over "logical" skills, but I think you're right... no reason can't throw at least a point or two at it. Not for the first few "uber simple" posts, probably, but that does seem a good idea (that's the second-most requested combat example I get asked for, right after "something with magic!")

GM call, same as the other three modifiers -- nothing official.

Could certainly be problematic if the players suddenly start insisting their PCs are "highly motivated" on every action they take, but it's not really advice for the GM about "assigning modifiers to a situation," but rather advice for the player about "this is what the GM will do to assign you a target number."

The example character only has a handful of skills, none of which traditionally get a ton of modifiers except for his combat skills... but we haven't actually got to combat yet, so I just whipped up a litany for his scrounging.

I dunno, maybe something concrete like "it's raining" would be better.

Third "New to GURPS" post still on-track for Monday, but in the meantime, this is the GURPS game I'm running at Gateway 2015:

The Warriors: Come Out to Pla-ay

When all hell breaks loose at the giant gang meeting in the Bronx, four members of “The Warriors” – – Ajax, Cochise, Snow, and Swan – – find themselves alone and falsely accused of murdering the leader of the most powerful gang in the city. Can you bop all the way back to Coney Island with the cops, every gang in the city, and the real murderers hunting you? (No prior knowledge of GURPS or the movie required)

I'm really enjoying this. You're doing a great job!

Do you think it would be worthwhile to add a section on social rolls? I've been using the social aspects of GURPS more lately, and wondered if a section on reaction rolls, influence rolls, and social skills (fast-talk, etc.) might be of interest to enough people to include it.
