GURPSPowers p44 originally (for Clairsentience). GURPS Power-Ups 4: Enhancements page 9 discusses it for movement.

And GURPS Supers is where it started for movement.
I forgot it was a clairsentience enhancement or I would have been more clear.
In Supers it is 2 Cosmic +50% enhance, one for instant acceleration/deceleration and one for no turning handling penalty at high speed.
GURPS Power Up 4 combined those with another Cosmic +50% for some kind of odd Step stuff.

What it boils down to is it treats your full Enhanced Move as if to were your normal move. This covers the common speedster trick of being able to run up and behind your foe in combat or run quickly away instantly without having to slowly build up your speed.
You also see this kind of move (and we have had several forum discussions on it) as regards to some Animae and Horror villains.


Speaking of which...
Ghostly Movement from Horror p20 for 30 points is pretty close to your build though it requires being Unobserved, adds carrying capacity and handwaives a few things like the roll for Warp.

Okay, Horror is also on the list for when I get money.

I'm still iffy about the how to model the 'dwarf' power, which is virtual immunity to knockback/bull rush.

Here are the rest of the races, and I think I might finish the first group of spells tonight. Does anyone know where there's a good write-up of spells-as-powers? Some of mine seem very off and kludgey

Look in Basic under Resistant. I have seen that used or at least suggested.
It is not actual damage. so kind of a margian call.
A more RAW way would be extra HP (only to resist KNB) Probably at least give that a -50% and some would do more.

There have been several (I'd go so far as to say numerous) threads on the forum about Magic-as-Powers, some just debating pros and cons, some getting into specific builds. Also, Psionic Powers and Powers: Divine Favor are two books with great examples of implemented powers. There's an upcoming Thaumatology book that promises to give us Chinese Elemental Magic-as-Powers, which I'm greatly looking forward to. However, if money is an obstacle for you right now, you should be able to find plenty of examples and help here on the forum.
