GURPS 4e character assistant, strange skill level settings

When I load a skill on the character assistant, it says the relative level is "IQ/2+*" where the asterisk is a variable range. Is there a setting I accidentally activated to cause this?

That sounds like you added the data file for the Pyramid article Half Stat Defaults to your data set. When making a data set you need to be careful about what files you add, as many make global changes like that.

To change the data files in the data set go to Tools -> Options -> Data Sets (tab)
