GURPS 3rd Dodging while in a grapple

My friends and I are playing GURPS 3e, and I was curious if you can dodge while in a grapple. I know you can dodge while in close combat, but I wasn't sure if there was a penalty for dodging while being partially grappled (i.e. someone has a hold of your arm). I am inclined to say no, but I wasn't sure.
