Well, "reuseable" batteries would be full on magic items (they'd be Energy Reserve).

Hence my attempts at making them either as Metatronic Generators, or just trying to adapt rules for Magic Magic Powerstones

edit - note, I'm not objecting to these rules and I think I probably will allow them and such, just that they don't at all fill the 'powerstone niche' for me or would get the 'RPM powerstone name' to me. They are cool and nifty in their own right, just are more apples and oranges (very different, but fulfill similar purposes as sweet flavored eatables, but would not think they are the same thing)

I've got some stuff for MG that will allow the creation of Power Batteries - it's just not out yet.

I'd call that -20% for the second limitation, but sure, that's possible. I try to keep things simple when I write for a genre-line unless I cannot. Wild Talent was the best way to go here.
