Extra Basic Speed normally gives +0.25/level to Basic Speed. When switched to a Conditional Bonus via the modifier it is instead giving a conditional +1/level to Basic Speed. The Conditional modifier needs to be changed, in the Basic Set and in the Ultra-Tech data files (and in your own data files, if you have compiled a separate cybernetics file).

I'm not sure exactly how you'd do that, not knowing your printer, but looking under your print settings and/or printing defaults would be a good place to start. I have a CcMmYK printer and this is what I do when I either don't need to print in color or I start to run low on, or out of, one or more of the non-black inks. The reason this would be better is because your printer should be able to print greys in black only mode via halftone, so you effectively get a greyscale printout but only use black ink.
