My character used Exposition Sense on the basis of Probability Manipulation. It wasn't ESP - he just was very lucky. He'd open a book at random and always end up where he needed to be in the text. I'm sure there are other possible sources.

Regardless the psionic perks all require that one have at least a level of Power Talent and that perk doesn't let the character read by touch.
