Memory Bank would only be necessary if the character would have perfect recall of the book. If the OP just wants it to be a book read by the character, then the Detect method seems to be a good fit. All you'd need is an IQ roll to remember information from the book.

Reading a single book does not equate to putting a point into a skill. It takes 400 hours per point to self-teach a skill. I can read a book (depending on length) in a few hours.

I'm not sure what you are saying though. One books worth of information still doesn't therefore equate to a full point in a skill. It doesn't matter how fast you can read, it is still only a single book.

That's one reason I would discount that method... getting the price down to a reasonable amount is going to be a lot of trouble. Similarly, the promising looking Super-Speed build is going to be very expensive at useful levels.
