Touch and Reading Books
I need help with a ability.
How to do a ability to reading a entire book just touching the book? |

That requires a little flexibility on the GM...
I'd first say: Detect (Books): Touch Based Analyzing So, you touch the book, roll "Per", then you know what are the properties of the book, and I'd allow a player to assume he "read" the book by that.

Take a look at the Memory Bank modifier for Mind Probe in GURPS Powers. +100% to store a limited number of minds; +150% for an unlimited number. Storing a book would seem comparable, but put on top of an ability that lets you instantaneously access textual information rather than neural. That might be Detect Text with the Analyze modifier.
Does the ability only work for print books? Or does it include picking up a CD with a book stored on it and knowing what the book says? Is it a matter of instantly learning the text, or instantly learning the ideational content? If it's learning the text, is it then necessary to go through a "reading the book" process to assimilate its content? If it's learning the content, what happens if the content is confusing or difficult to make sense of? Can the character be incapacitated by handing him Finnegans Wake or The General Theory of Employment, Interest, and Money? |

This is a very good starting place, I agree. Though remember that Memory Bank takes an hour, so you'll need a lot of Reduced Time.
