I was reading Modular Ability on Powers Pg 62.
I noticed it have a rule for creating new options for Modular Abilitys. After reading, im think i found a better way to emulate many kind of powers, without being either abusive, or using the expansive wildcard. Ex: Modular Ability ( Fire Powers ) Slot-Cost = 5 ( Things that can be explained with Fire ) Cost per point = 5 ( Rearrange as free action once per turn ) ( I'm thinking in maybe 4, because its subject to what the GM thinks your power can do, so its restricted ) Physical Advantages +100% No Skills -30% Only things that GM consider emulable by Fire Powers -20% To a total of: 7.5 per slot 7.5 per point. But if you add some more limitations like: -10% Supers -5% Obvious -10% Some kind of Vow maybe? -5%?? Needs Oxygen And uses Multiplicative rule for enhancements: It ends being 2 per slot 2 per point. Alot more reasonable to emulate fire powers. Edit: I think theyr should be a great cost reduction for a Cosmic Modular Ability that cannot take skills. I would be happy to pay 2 per point of modular ability, for Fire Powers only, with big limitations, like a vow, need for oxygen, GM approval on each emulated power because it needs to emulate fire powers, and things like that. "No Skills" is effectively "Advantages Only, -10%" (p. P64). Limited isn't like Accessibility where opposites add up to -40%.
"Only things that GM consider emulable by Fire Powers -20%": Only allowing fire abilities is a Focus limitation of -10% to -15% (depending on how specialized fire is in your setting). Probably -10% (p. P63). The number of abilities you can acquire from a fire power is significantly less than the effects you can achieve with spells, so 4 would be a fair slot cost (a "short list" of abilities). "Requires Oxygen" is a -10% limitation, and could be part of your power modifier (p. P20). Can your Fire power grant you mental abilities? If not, Physical Only is only +50%. |

Only -15% for just Fire powers? o_O
I think that this would be a huge limitation in compared with a modular that can do anything. The way you made it, you can probably just end up with a +50% and -65%. Thats too expansive imo. |

With multiplicative modifiers, +50%/-65% on a 4+5 modular ability is 2.625 points per point of abilities. Throw in a Requires (Attribute) Roll (to reconfigure your ability) and a Temporary Disadvantage (Pyromania) or whatever, and you can get that down to 1.5 points per point of abilities.
