Since you're most likely opening this up to all your PCs, I'd price it solely on how often and available you want it to be.

If you want them to be able to purchase one spell every four sessions, then price the spells at 4x the amount of gold you're going to give them on an average adventure. As they get more powerful, and the spells get more powerful, then increase the price of the (more powerful, useful) spells and increase the amount they gain per session.

You'll want to be sure to use the total prerequisite count, as found on the Spell Table of Magic p.223, not just the spell's immediate prerequisites.
