Default C3I in Mass Combat

In Appendix A of Mass Combat, the sample U.S. Army list, seems to be a few points over the listed Troop Strength. It came out correct when the value for C3I was ignored, however. I came to the conclusion that C3I is only calculated for the purpose of superiority in that class, and its TS is not added to the army total, even as a support element. Is that accurate?

A support element's TS is never added to the total, only to calculate special class superiority. This is indicated by a TS in parenthesis. See 4e Mass Combat p 6 under Parenthetical (Support) TS for the full rule.

I see that now. I'm still confused though, since I add up the force in the appendix to be 20,640 instead of 20,880. 15,600 for the Bradley elements, 4,320 for the Riflemen, 600 for the APC, and 120 for the Light Truck. All the elements are support, and therefore don't add in. I am still 240 TS short.

Pretty sure that certain types of TS are counted at 1/10. This might include 3CI.

This is also what I thought. At the top of the chart it says "He
(The GM) then adds up all the TS values (parenthetical, non-C3I ones count at 10%) to find the force TS."

I have the answer now. On page 31 under Relative Troop Strength, it outright states support elements add 10% unless their sole class is C3I, in which case it's zero. This fits with my initial assertion and the U.S. Army roster works if the HQ is counted as zero.
