Who is Harvey Banks?

I was reading through the old 3rd edition IST supplements, and they keep mentioning a fellow named Harvey Banks. I understand that he was directly involved in the creation of Dr. Radiation and Cascade (Super Scum), and he seems to be involved in the origin of at least a third of the other supers in Supertemps and Super Scum. Naturally, I'm curious. However, I can't find anything on him that's not in the books. Help?
