smaller size and lower strength disadvantage
My GURPS search fu fails me.
If you have Small size and decide to lower strength size modifier -2 and strength 8 (-2) do you get fewer disadvantage points? is it Strength -2 (-20) or Strength -2 (20 x (-20%) = 16 points

Racial templates don't count against the disadvantage limit.
Individual disadvantages do. Negative Size Modifiers don't affect the price of Strength at all.
