Default modular abilities, power modifiers and "The Power of Sorcery"

Looking at the notes on using Modular Abilities in Powers, it looks like the abilities acquired via MA should not have the power modifier applied when figuring the cost of an ability for a slot (but I assume the effect of having the power modifier would apply). Is that correct? If so, I'm wondering about the improvised spells cast by sorcerers in RPK's "The Power of Sorcery" in Pyramid 3-63. It seems like those are built from the fact that Sorcerous Empowerment is based on MA. The example improv spells presented there seem to have the PM applied. So, PM or no PM on MA?

Yeah, just found that and was on my way back trumpet my own ignorant duplicate when…well, we all know how this tale ended.
