Default The Great Cthulhu

I had a quick question. We ran into this problem a couple of times recently and were not sure how to handle. There were multiple times that The Great Cthulhu came out and the person(s) fighting it could not defeat it and normally this would not be a problem. However in the three times that it did come out there was always someone at level 9 that wasn't fighting the monster. So when the player failed their run away and died everyone else went up a level and the person at level 9 claimed they had won the game. We ruled that you couldn't win with this level because the card doesnt say so. We also had an interesting situation were the person losing was at level 9 a non-cultist and the rest were cultist with one at level 9. So my question is can you win on a level gained from the bad stuff of Cthulhu? Also if the second situation were to happen would the cultist kick in first ending the game or would the person still get the level and win? (not playing epic of course)

Cthulhu's Bad Stuff does not allow someone to gain the winning level.
