Estimating abilities
Is there any official method to estimane abilities of one character by another? For example if my character wants to estimate Broadsword skill level of his foe, or his Dexterity etc.?

I don't recall such a method being published. In terms of how GURPS works, though, I'd suggest a couple of things:
If you want to judge how good someone is, roll Per-based Broadsword (or whatever). I wouldn't allow an exact numerical score, because GURPS characters don't know things like "I have DX-13" or "I have Broadsword-11." But I would allow, maybe, a five-point scale: much worse/marginally worse/just as good/marginally better/much better.

Attributes above 13 are RAW obvious to anyone who interacts with you as bulging muscles, catlike grace, etc.

Official method: Detect "given thing" (analyzing).
But yes, as whswhs says a per based skill roll is likely able to estimate a approximate value after observing them use the skill for a while. Attributes are harder, but if you interact with people for a while you will likely be able to approximate the range of a given attribute if you see them in many situations where they use such. |
