Afflicting Incompetence could be pretty nasty, if you take it at face value: it prevents the character from spending any points in a particular skill, so presumably for the duration of the affliction they act at Default level, with an additional -4. To avoid munchkinism, I'd probably just make it fail against anyone with a point of training in the skill, so it would only give -4 to Default use.
