Can a lvl 9 Elf win by helping?

Very new player here with what is probably a simple question to answer for most of you:

If a level 9 player is in combat, and a lvl 9 Elf helps them beat a monster, do they both win the game (since an Elf gets to go up a level when they help defeat a monster), or does the Elf not win because it was not their turn / monster?

Same point, I assume no one lower than level 9 would ever want help from a lvl 9 Elf since it would give the Elf the win (if in fact the lvl 9 Elf can win the game helping others).

Confused. Could someone clear me up? Thanks!

Note - This is for the original / deluxe game when 10 wins it, not the Epic game which goes to level 20.
