Here's my take. According to Tactical Shooting, when performing a Dual-Weapon Attack (Pistol), you can't take Aim maneuver in previous turns (Akimbo Shooting, p. 32; Unsighted Shooting, p. 13) because making DWA (Pistol) means that you don't look at the sights on your guns when firing. Per p. B53, Enhanced Tracking n enables you to Aim at n+1 different targets simultaneously with n+1 of your ready weapons. Therefore:

You are a human with 2 hands who have 2 guns: You can shoot up to 2 different foes with your 2 guns by making DWA, but you can't take Aim maneuver against any of them because you can't look at multiple sets of sights simultaneously.
You are a human with 2 hands who have 2 guns and a bionic eye worth Enhanced Tracking 1: You can shoot up to 2 different foes with your 2 guns by making DWA, and you can take Aim maneuver against the both of them because you can look at 2 sets of sights simultaneously (Enhanced Tracking 1).
You are an alien with 4 hands who have 4 guns: You can shoot up to 4 different foes with your 4 guns by making DWA, but you can't take Aim maneuver against any of them.
You are an alien with 4 hands who have 4 guns and a bionic eye worth Enhanced Tracking 1: You can shoot up to 4 different foes with your 4 guns by making DWA, but you can't take Aim maneuver because you can look at only up to 2 sets of sights simultaneously (Enhanced Tracking 1). When you pick only 2 of your guns and use them to make DWA, you can take Aim maneuver against 2 different foes.
You are an alien with 4 hands who have 4 guns and an advanced bionic eye worth Enhanced Tracking 3: You can shoot up to 4 different foes with your 4 guns by making DWA, and you can take Aim maneuver against each and every one of them because you can look at 4 sets of sights simultaneously (Enhanced Tracking 3).
