Increased speed with or Enhanced Speed If the character is moving quickly then it is harder to hit.

A character with move:
  • 0-9 has a 1 hex step attack
  • 10-19 has a 2 hex step attack
  • 20-29 has a 3 hex step attack
  • 30-39 has a 4 hex step attack

That could really frustrate a player especially if the character has reach on its weapons.

That table is off by 1. Step is move/10 rounded up, with Step 2 at Move 11.

You'll want defensive unless the penalty applies to your character as well.

Arguably, you should buy obscure for the targeting senses normally, plus defensive, and then slap "Targeting only" -50% on the ability.

The targeting applying to all senses is a fairly high powerup. So I would go with the normal five times the cost for universal ability = 10 points/level.

You should then as ericthered says apply "targeting only" and defensive. I would argue that targetting only is less than -50%, but as there is no official such modifier it is what the GM sets it at and -50% works well with the +50% for defensive for a total +0%.

Actually, there is. "Anti-Targeting" from Psionic Powers (p. 16), and it's worth -20%.
