One of our Principalities is missing... (Campaign idea)

The PCs (the ones from non-Shal Mari princes) are informed that Shal Mari has gone missing, the roads which used to connect various Principalities to Shal Mari not only aren't there, it is as if they never had a reason to exist. It is still possible to get from Hell directly into Shal Mari without going to the corporeal realm through some forked tethers (mostly tethers forked between Nybbas and Andre, but a few others including a Factions/Freedom fork).

Daniel and Hutriel, the angels of Final Judgement, have figured out that *something* has happened, in that they are seeing two separate streams of souls overlaying each other, only *one* of which appears to be noticeable by the demons working the Gates of Hell, because of this Dominic is the first AA to be informed...

As for what happened?
Possibilities include
1) The Shal Mari princes have put together an idea to make Eli fall and don't want their demons to be distracted by the rest of Hell while doing it.
2) The Non-Shal Mari princes want to get ready for Armageddon and don't want to have their demons distracted by Shal Mari
3) Eli has done this as part of a plan to eventually bring the Princes to Redeem.
4) 1 & 3 at the same time!
