Try this one (note it is very sick)
Liquifying touch : toxic attack 52d ( No signature +20%, melee -30%, no parry -5%, armor divisor .2 -50%)
50 points exactly
Anything reduced to -10*hp by this attack spontaneously liquifies(special effect)

'Nother one
Psycho Snap: +10 str (accessbililty: only while below -hp, -50%) [50]

This is the heros ability to snap and go crazy on an opponent after sufferning a serious beating, note you risk death activating it. Question is accessibility under priced, as scary as that may be, or should it be some form of trigger (must make roll to avoid death due to damage)?

Note: in reading over most of this post i can see why 250 pt charectes could be abusive...
If four people posting were playing a campaign at that level imagine the mayhem.

Toxic Attack is 4 CP/lvl. So we have 4 x 52 = 208 CP basic cost, reduced by 65% results in 208 x 0,35 = 72,8 CP, rounded up to 73 CP.

Not so cheap after all, and fairly priced for what it does.

Soul Blast [40]

Toxic Attack 1d (Cosmic, Irresistible Attack, +300%; Cosmic, No Active Defense Allowed, +300%; Cosmic, No Die Roll Required, +100%) [40]

A pretty straightforward attack, but also a useful one. You throw a bolt of dark energy at your target, destroying her own vital energy. Choose a target in your sensory range; he must be physically present, so you can't use this ability throug a monitor or other communication means. Target takes 1d damage regardless of armor or other protection, unless his defense works at an higher level (ie. it has the Cosmic enhancement).
A Soul Blast can't be defended against, but it works only on living beings. Also, you cannot harm a foe you won't be able to hit with an ordinary attack. Totalize to-hit penalties normally: should the sum result in an impossible strike (ie. your Innate Attack skill would fall below 3), you can't affect the target with Sould Blast.

Innate Attack: Large Piercing 3d (18pts): Increased Range x2 (+10%), Increased 1/2D Range 10x (+15%)
Incendiary (+10%), Hot Fragmentation 3d (+45%), Limited Use; 10; fast reload (-5%), Alternate Attack.

Well, I haven't managed to read the whole thread yet. (I'm trying, but I've still got 20 pages to go). Anyway, after 54 pages, I finally thought of a couple of interesting ideas. (BTW, I'm really bad with names, so if anyone has any ideas, go for it.)

Here's one:
Innate Attack: Impaling 1d6 (8, Accurate 3 +15%, Cosmic: Ignores DR +300%, RoF 128 +250%, No Signature +20%, Costs 4FP -20%, Damage Limitations: NBT & NKB -30%, Range 10/10 -15%, Limited Use: 1/day -40%, Accessibility: Only while moving freely -10%, Gestures -10%, Link +10%) +470% [46] + Binding 10 (20, Engulfing +60%, Unbreakable +40%, No Signature +20%, One-Shot -10%, Accurate 3 +15%, Range -/10 -15%, Limited Use: 1/day -40%, Accessibility: Only while moving freely -10%, Gestures -10%, Link +10%) +60% [32] Total 78
Description: You perform a complicated gesture requiring full body movements. Your opponent (up to ST 20) is frozen in place and then impaled with 128 bolts of invisible energy. This is especially bad because of the rules of B408-9 (rapid fire vs. close stationary targets). (Note: The 128 is just for flavor. It can be raised to 150 without changing the cost. Yes, this is inspired by Hyuga Neji from Naruto.) This is potentially useful against multiple opponents as well, I think. (One would be bound, but many would be hurt.)

Here's the other:
Binding 8 (16, Engulfing +60%, Unbreakable +40%, Accurate 3 +15%, RoF 30 +150%, Range -/10 -15%, Costs 2FP -10%, Gestures -10%) +230% [53]
Description: With a gesture (and some mental effort) you surround the opponent with many layers of glowing filaments. If they don't break out immediately, a second use against the now helpless foe will add another 15-30 layers. This can also be used to bind multiple opponents.

Well, I'm not sure I've got all the rules for high RoF against a helpless foe quite right. I'm not 100% sure I've got all the modifiers/limitations quite right either, but there they are.
