I thought he just kept buying malfunctioning Acme products in the vast majority of cartoons I remember.
Only the ones in which he talked did he have gadgeteering if my poor memory is correct. |

We can just skip right past pretty much all the characters in Girl Genius...
How about Professor Philip Brainard from Flubber? Gadgeteer paid for with Absent Minded, Confused and Oblivious (the latter two of which he buys off during the film). Or Darkman, who's got a limited focus (prosthetic skin). Or Cassanova Frankenstein, from Mystery Men, who gets bonus points for being played by Geoffrey Rush. Or the protagonist from the recent (execrable) Sorcerer's Apprentice, who appears to be a hyper-proficient electrical engineer before he also gets magic powers, Nick Cage for a mentor, and a really hot girlfriend. |

Let's not forget his heroic counterpart, Dr. Heller, creator of the Blamethrower, a shrink ray that only shrinks clothes (based on basic dry-cleaning technology), canned tornadoes, and the electronuclear magnet. Partially paid for with Vow: Never Make Anything Lethal (would that be -5 or -10?) and Quirk: Goes to Retirement Home Parties for the Ladies. :)
