Lifting ST
Dwarves have Lifting ST 2. Barbarians can purchase Lifting ST 1-3. Clearly a Dwarven Barbarian can have up to Lifting ST 5. Question: Can Dwarves who are not barbarians increase Lifting ST from 2 to 3? Presumably no, because Pickaxe Penchant specifically states that it can be improved up to Level 4, but neither Lifting ST nor Tough Skin note that on pages 43 and 44, respectively. It seems like the maximum on Lifting ST is 2 for Dwarves, 3 for non-Dwarven Barbarians, and 5 for Dwarven Barbarians. Correct?

I believe you have it right for catfolk with striking strength, dwarves with lifting strength, etc. However, barbarians may be able to take more than 3 levels of Lifting ST. Compare with Temperature Tolerance, which has an explicit limit.

Lifting ST is listed in the Barbarian template. Unless called out, buying Lifting ST it is entirely off-limits to non-barbarians.
Dwarves get two levels built-in because they are dwarves. That’s it. They still can’t buy it.

"Maximum Advantage Level", on Adventurers p.46. In the case of Lifting ST, no maximum is noted in the description itself and it's not mentioned under Exceptional Abilities (Exploits, p.93) which means that its maximum is the maximum noted on the professional template: 3 levels.
