Agreed, and note that sufficient training (the Shield Wall Training Perk, specifically) negates that penalty. As Culture20 implies, of course, an advantage of a transparent shield is that you can use it as Cover for the Face (and other locations) without blinding yourself. Consider this proposal from Kromm.

Of course, there's no guarantee Tempered Glass is transparent, or even translucent enough to be able to get away with a full-faced helm or looking through a shield. A good discussion on that (in which the DF8 author weighed in, but explicitly in a non-official standing) can be found starting here.

True, if you look at riot police tactics you see use this potential advantage in effect*. Although more the chaps who form the supporting shield wall with the big full body shields in the link I gave rather than the chaps with the smaller round shields who act as a mobile strike force with the shieldwall as their back stop



*As well as transparent visors as mantioned earlier on both

I would think that a society that used transparent armor would soon face a lot of light-based attacks and visual-based attacks.

And not everyone knows that Turhan's Bey Company is the estimable Matt Rigbsy, or that he is the author of that book without looking it up.
