Probably only works on cat-like monsters... so anything with "abomination" in its description...

Right? Right.
Well, it would reasonably work to pull a predator that is sight-based, hunts rat-sized things, and does so through a chase or pounce strategy. However, for most monsters you'll need to use a halfling as bait, not a dead rat (if the halfling complains, explain that it's for the good of the party).

You laugh, but once, years ago, I had a group do exactly that. They tied the halfling thief to a line and used him to drag a shadowy demon out of the shadows. Fun times.
