Proficiency Ranks and Power Ranks

Hello,

I am considering playing a blender game with Super Munchkin and USAopoly's Munchkin Harry Potter. Both Powers and Proficiencies have Ranks. Could a level 2 player have both a Rank 2 Power and a Rank 2 Proficiency? Or does the sum of all cards with a Rank have to be equal to or lower than the player's level?

I am leaning towards the latter ruling but would very much appreciate an official one.

powers and proficiencies are the same thing, so the total of the two cannot exceed your level.
