Limitation: Willing target only
The character can only use his power on a target that knowingly agrees to be the target. Does something like that exist?

I think this will be highly dependent on what the ability does. Beneficial ability versus a harmful one. How likely is someone to agree to have it used on them is going to determine the modifier. Then you can easily consult accessibility table in Powers.

For the most extreme cases, you can still get the nuisance effect "Must be conscious and willing for effect to occur" -5%.
That's a big category. Another big category is when the thing is purely harmful. for most of these cases, I'd say -50% is applicable: its a special effect you apply to defeated foes. Given comments in another thread, I suspect what you want is a geas effect, which may fall into this category. As another note, there are different levels of willing: there is "I do it so I don't die", and there is "I really want this to happen". That should effect pricing.

WHat I think of is an Affliction to induce Sleep or Unconsciousness, e.g. for Surgery. As part of the Healing power.

As GodBeast says, "May I please blast you with my laser eyebeams" is an entirely different question from "Would you like a buff that increases all your stats by a factor of 5?" There's can't really be one flat price for a Limitation that makes sense for all abilities.
You might consider "Requires Skill Roll", where the skill is Fast-Talk or other influence skill, with a success required to dupe the subject into allowing himself to be ensorcelled. (Even if it's a PC and the player wants the buff. Naturally, the fluff text of the ability, at least, should be ominous and dissuasive for the build to make narrative sense.) In that vein, there's also Fickle (Powers p110), which requires a positive reaction roll -- usually from notional fluff text spirits or the like, but you might read it as the actual subject of the spell. The weaker version of Fickle is "Requires Reaction Roll", which allows you to use the usual reaction roll modifiers (which regular Fickle does not; that roll is always unmodified). Those gives you a -5% to -10% modifier for comparison, if nothing else, which also lines up with eric's suggestion for "must be conscious and willing". |

According to GURPS Reign of Steel: Will to Live, the Accessibility limitation "Only nonvolitional or non-resisting subjects" is a -20%. Hopefully that's helpful as a baseline, at least.
