Default [Basic/Powers] How To Build A Prehensile Tail

Specifically I'm looking a a long(ish) snake/whip like tail. It should be capable of picking up objects by wrapping itself around them. At base this looks like Extra Arms, but how to modify it?

Extra-Flexible is a given, but Long is likely out (I'm going to be using a working length of 3 to 5 yards, giving the race a SM of +1 or +2 but to-hit of +0 because they only stand 2 yards tall), being able to flick a light switch halfway across a room with you tail isn't really worth points (A Perk at best)

No Physical Attack doesn't really fit, I can see such a tail being able to use properly design melee weapons but probably ranged ones.

I'm really tempted to use No Manipulators to modify the Extra Arm directly as the write up does seem to match (The only way for you to manipulate objects is to push them around with your body or head.) what you could do with a tail.

Bio-Tech has a Prehensile Tail on pg51.
