The ability says to take a card out of play, not to take an "out of play" card. The card taken by the Explorer must be his own card and it must be in play. If it was intended to allow taking discarded cards, that would have been abundantly clear because that's such a rare ability.

Let me tell you what I did with it one game:
I had played the "Naughty" card (which allowed me to play a monster without a Wandering card by just discarding a a card) and began to throw down a lvl 20 something or other. Towards the end of combat when someone had played all their "usable once only cards" and gotten some help from another player, I just discarded another card, picked up my monster, and went on with my merry self until I did it again. I did this almost a dozen time. It was awesome fun and really irritating for everyone else. That is till they all ganged up on me.

Except that's an illegal play, because once you play a monster into combat, it's not your card anymore.
