I'm a GURPS beginner, for the time being I only have the basic set.

I'm trying to stat the "Maco Light", which is basically a decapitated ghost with a lantern.
This lantern, how is such a thing made?

Slap insubstantial on an already existing item?
Call it a power (although I don't have the power supplement, it seems to be quite the important book, though)?
A spell that is always on? (But spells drain FP)

The ghost shouldn't drop the item, that's why it could probably just be "an effect", but how to price such a thing?

Would insubstantial light even affect the substantial world?

P.S.:
I can't even find vehicle headlights. Is this just one of those things that are handwaved all the time? Light is a pretty useful thing, imo.

Minor things like that are usually perks or quirks. I'd say a light you can turn off or at least focus in a direction you want is probably worth a perk. Just having light permanently attached to you without being able to control it seems at least as much of a problem as a benefit, so I'd say that would be a feature or a quirk.

If it mimics equipment that anyone can own easily, the Perk Accessory covers this.

It would be Create (Light). But that's the expensive route.

I'd call it "Ghost Light", price it at 1 point, and then describe some manner of dispelling it.

If it's an effect and I'm the GM... I don't generally bother stating that stuff up.

Depends on the genre, but generally. Dungeon Fantasy get's more into the nitty and gritty of lighting, but that genre assumes a lot of fighting in dark tunnels.

Thanks everyone, I completely missed the perk thing and the other informations are useful, too.

It's a GM thing, so I'll go with just the accessory perk as a token writeup and leave it as that.
Basically just an ambient mood cryptid with maybe a quest or something added to it to find its head, or whatever and to put it to rest, but nothing very involved.

If it's possibly to be destroyed (possibly stolen or used by enemy) like a Gadget then Accessory. Otherwise some kind of light power.
