In all honesty... I probably mostly run it "by ear." There's a big gray area and it's thematically useful to mess around in it.
The other thing I do with it is pretty much decide that if the human in question is being jerked around by celestial influence, it very probably "doesn't count" for the purposes of fate/destiny -- or, if there's enough meddling... It will backlash in the celestial's face. (This can include meddling with other celestials, actually; backstory for my very first, slightly Mary Sue, Lilim was that a Habbie of Fate had her "employee" doing stuff that made said Lilim twitchy, and said Lilim was also badly treated... So she made some very crazy deal with Mom and ran off to hide herself in an angel-controlled city. The rest is gaming.) This is why Servitors of Fate and Destiny are supposed to have a light touch when they meddle.
