Wouldn't that mean the gadget is doing more than just compensating for over sensitivity? If sunglasses or what have you allows normal vision, then it's unlikely to dull very bright flashes too, right?

I've modeled this as a Susceptibility to loud noises, with an Enhancement of Secondary Severe Pain and the Mitigator limitation.
Not quite RAW, but good enough. |
