Question has already been tossed out, I ruled, but want to check on it.
"Any Card?" as in yours, his, hers, or Bob's? No limit of where? Out of hand, table, box? (Absurd were asked for blending reasons.) Thanks Pat

Unless a card or rule explicitly allows you to mess with other players' stuff, it doesn't. We don't see a need to say that every single time.
