Royalty does not own the right to turn back the tide even though it rules the waves.

Her predecessors the Plantagenets, however, did. It's related to Henry II describing his sons as "the Devil's brood", but derives from the Black Legend of Anjou - specifically, that the Counts of Anjou (including Henry II's father) were descended from a marriage between Count Fulk and the devil's daughter... it was at least a somewhat self aware excuse for being ambitious, arrogant and foul tempered...

Well, the Silmarils originally were owned by royalty, i.e. Feanor and his sons. But Maedhros waived their claim to kingship over the Noldor, transferring the crown to Fingolfin (albeit some of his brothers privately resented this). But the ownership of the Silmarils didn't transfer with the crown. Then the sons of Feanor found that their own claim of ownership on the gems had been voided by God, so that claim too was null. Actually, it's not clear that anyone owns the Silmarils after the First Age, or that anyone can own them.

Not really. The same people who are descended from the Plantagenets are also descended from most of the other people in Europe at the time. The genes have been too thoroughly shuffled over the generations.
