When do characters buy their first memory point?
Have you had any PCs in your campaigns buy any memory points under Legacy yet? If so, when did they do so?
The logical point seems to be after buying the 37th attribute point. At this point your wizard has increased his DX by 5 up to 14 and can go buy Literacy, a Wizard's Chest and a big book of spells. That will give him a half dozen or so non-combat spells for only 500 XPs and a thousand gold.

Yes; my players starting doing this after they had reached about 35 stat points. All of them started play as normal sorts of characters with IQ's from 9 (heroes) to 13 (wizard). I assume they paid the implied penalty in later XP expenditures for talents because they wanted to stay alive long enough to use talents at all.
