Default Requesting Rule Clarification

Hey, I need help with what the rules say about this situation.

There are 2 characters, RED & BLUE with near identical stats engaged in Melee combat.

RED chose the Maneuver Wait: "Attack when BLUE enters Melee range." (B366)

BLUE chooses to Move & Attack against RED, entering into Red's Melee Range.

Both RED & BLUE have the exact same DX score (10).

Who attacks first? Is it RED or BLUE?

If the answer is in the Rule Books, then please cite the book and the page number. Thx.

See also "Stop Hit" on Page 108 of Martial Arts for another option in that situation and "Cascading Waits" on the same page for how to resolve situations where it's less clear who should act first.
