Munchkin Oz Heart Question.
How exactly does heart work? Does it work where whenever anyone asks I have to help?

My group was wondering the same exact thing. We got into an argument about it. Basically, if you play it, the person with heart has to help whenever someone asks for help. It doesn't say specifically when that person is directly asked for help.
Playing this card makes the person with heart extremely powerful very quickly as that person gets to pick a ton of treasures out of many battles, and then sell items to gain levels. The only card that I found that can counter that is MEET THE LONESOME DUCK which stops the person with HEART from helping or being helped until he or she fails to run away from a roll. I didn't find anything online explaining this heart card otherwise so next time we'll play it as HAS TO HELP WHEN ASKED DIRECTLY. |

Though we don't discourage the play style where someone says, "I need help, who's offering," the rules are written such that the expectation is the player says, "I need help. Player A, will you help me? No? Player B, will you help me?" and so on. So, the intent on the card is not that once someone needs help, it's always going to be the player with Heart! in play, it's that if someone asks the player with Heart! in play specifically for help, he must join the combat (unless it's for the game win).
As always (unless someone knows of an exception I'm missing), once that player is in combat, nothing is forcing him to only try to win. |

As a general rule, you can't play cards on other players unless the rulesheet or the card itself explicitly says so.
