You just need to cast continual light on a tiny set of trousers and put the frog in them. Or swimming trunks if you want to get silly. ;)

As to the main question, unless the "enemy" is naked, couldn't you just cast the spell on something they're wearing?

Hmmm. If I were to write up a spell for attaching light to a person, I might make the prerequisites Illusion Disguise and Glow. I'd also add the footnote that the person so illuminated is protected from the effects of the light, even if they have a Weakness or other Disadvantage.

Given the care to which the rules tell you you can't cast spells like Ignite Fire on a living target, I'd have to guess that "Okay, I cast it on their clothes" is not supposed to be a way around it. Worn clothes must be considered part of the being wearing them.

That's not to say you couldn't cast a spell on some unworn clothing and then put it on with the spell effect intact...

Actually, that's pretty clearly supposed to be possible, given that one of the examples in ignite fire is 'clothes being worn'. There are a few examples of a human causing resistance (for example, casting Undo on a hex is resisted by people in the area, though casting it on a smaller target is not).

D&D, at least as of 3rd edition, has a general concept of an attended object (which got its holders' saves), but I'm not aware of GURPS doing the same.

Oh! Well then, "cannot affect living beings" is pretty much nonfunctional when it comes to people, at least when dealing with relatively fast-acting spells like Ignite Fire. If someone tried to freeze your clothes to absolute zero with Cold, you'd have time to strip naked.

Nope setting their clothes on fire is fine. The real problem with using it on a living target is that most living targets aren't made out of kindling but most fabrics particularly in fantasy settings are quite flammable.
