About thieves and end of the game

Hi,
I had a question about the thief: If the thief is the lowest level in the game and receive cards from the other that are discarding the card to have 5 cards in their hand, can the thief have 6-7 attempt to steal cards from the other players or do he have to discard to have 5 cards in hand and then he can steal cards to the others ?

If i am lvl 7, i sell items to gain 2 lvls and then i use a card to gain 1 lvl, can another player use a card to make me loose 1 lvl so i don't win the game, or i win because i said that i use my cards so i am lvl 10 ?

Excuse my english i am french so it's a bit hard for me ^^
