Default [Custom Spell/Help to build] Fear of Blind

Hello there, sorry about, once again, making a thread to ask for help on building something up.

Here's the thing, I'm trying to make a set of spells "Fear of X", and X would be the lack of that sense. As deafness, blindness and stuff. And how should it work? Well... Let's say there's a sniper. If he shoots and his target doesn't hear his shot, he gets extra damage(Or maybe just take damage, and hearing would nullify the attack completely). That's the idea.
Right now, the most important one is the one based on sight, so that someone attacking from the back or from a hidden spot would benefit from a strong spell.

I'm thinking of a Vision Based, but it says that he target should SEE you. I want him NOT TO see you in order to work. Any ideas? Maybe a resistible with based on different atribute(Perception)?

I'm going to assume a Power-based approach, as you mentioned stuff like Sense-Based.

If we twist our heads a bit, Sense-Based is "Accessibility - Only Those Who Sense Me." Looking at the table on PU8:4, targeting a single sense (-20%) is at the 44-56% level, targeting two senses (-15%) is 57-68%, and targeting three senses (-10%) is 69-81%. Subtracting each of those from 100%, single sense is 44-56%, two senses is 32-43%, and three senses is 19-31%, for -20%, -25%, and -30%, respectively.

We'll call it Sense-Based, Null. With this Limitation, the ability only works against foes who cannot sense you with a given sense. -20% if this is only a single sense, -25% if it is negated by one of two senses, or -30% if it is negated by one of three senses.

That's barebones, though, and some builds are a bit munchkiny. I mean, "Only if they can't feel me" means pretty much all abilities used at more than Range C (assuming the foe lacks Vibration Sense) are about guaranteed to work.

Thanks a lot! And yeah, it's supposed to be direct feelings, and only for loud attacks, if Hearing based(Forcing the user to shoot from a far away distance, or be useless close), really itchy if touch based, forcing you to numb your oponent first, and so on. Thanks for the help :), and sorry for taking so long to reply, I went to my GF's house and couldn't check it up.

Horror gives us an example: Ghostly Movement is built off of Warp, with Accessibility: Only while unobserved, -20%. So Varyon's approach seems solid. Naturally this would have to be carefully adjudicated.
